630.510. At least once every three years, the departmentshall conduct a complete statewide inventory of its existingfacilities and a survey of needs for persons affected by mentaldisorders, mental illness, mental retardation, developmentaldisabilities and alcohol or drug abuse, and shall make a publicreport of its inventory and survey and recommend a state plan forthe construction of additional facilities.
