Issuance of license, term--temporary permits, when--may betransferable--posting.

630.720. 1. Upon receipt of an application for a license,the department shall issue a license if the applicantdemonstrates that his residential facility or day program meetsthe requirements established in the department rules andregulations. A license, unless sooner revoked, shall be issuedfor a period of one year.

2. The department shall notify the holder of a valid licenseat least sixty days prior to the expiration of such license ofthe date that the license application is due. Application for alicense shall be made to the department at least thirty daysprior to the expiration of an existing, valid license.

3. The department shall grant a temporary operating permitin order to allow for state inspection for the purposes ofrelicensure if the inspection process has not been completedprior to the expiration of a license and the applicant is not atfault for the failure to complete the inspection process.

4. Each license shall be issued only for the premises andpersons or governmental units named in the application and shallnot be transferable or assignable except with the writtenapproval of the department. The department shall grant atemporary operating permit of sufficient duration to allow thedepartment to evaluate any application for a license submitted asa result of any change of ownership.

5. Licenses shall be posted in a conspicuous place on thelicensed premises.
