Fund established--deposits, disbursements--unexpended balance nottransferred.

640.110. There is hereby established in the state treasurythe "Safe Drinking Water Fund". All fees or other moneys payableunder the provisions of section 192.320, RSMo, and sections640.100 to 640.140 shall be payable to and collected by thedirector of the department of revenue and deposited in the safedrinking water fund. The money in the safe drinking water fund,after appropriation, shall be expended upon proper warrantsissued by the commissioner of administration for the payment ofsalaries and expenses, including any fee or payment necessary forcarrying out the provisions of section 192.320, RSMo, andsections 640.100 to 640.140. Any portion of the fund notimmediately needed for the purposes authorized shall be investedby the state treasurer as provided by the constitution and lawsof this state. All income from such investments shall bedeposited in the safe drinking water fund. Any unexpendedbalance in the safe drinking water fund at the end of anyappropriation period shall not be transferred to the generalrevenue fund and, accordingly, shall be exempt from theprovisions of section 33.080, RSMo, relating to the transfer offunds to the general revenue funds of the state by the statetreasurer.
