Fund created, use of moneys--full professorship of energy efficiencyand conservation authorized, duties.

640.219. 1. There is hereby created in the state treasury the"Studies in Energy Conservation Fund", which shall consist of moneysappropriated by the general assembly or donated by any individual orentity. The fund shall be administered by the department of highereducation in coordination with the department of natural resources. Uponappropriation, money in the fund shall be used solely for the purposes setforth in this section and for any administrative expenses involving theimplementation of this section. Notwithstanding the provisions of section33.080, RSMo, to the contrary, any moneys remaining in the fund at the endof the biennium shall not revert to the credit of the general revenue fund.The state treasurer shall invest moneys in the fund in the same manner asother funds are invested. Any interest and moneys earned on suchinvestments shall be credited to the fund.

2. Subject to an initial appropriation from the fund, there is herebyestablished at the discretion of the department of higher education incoordination with the department of natural resources a full professorshipof energy efficiency and conservation.

3. At such time as the professorship of energy efficiency andconservation required by subsection 2 of this section has been established,the department of higher education in coordination with the department ofnatural resources may appropriate any remaining moneys from the fund forthe purpose of establishing substantially similar full professorships ofenergy efficiency and conservation at any public university within thisstate.

4. The duties of the full professor of energy efficiency andconservation and of any professors holding positions established undersubsection 3 of this section shall primarily be to conduct studies andresearch regarding energy efficiency, but may also include studies andresearch regarding renewable energy. Such research may involve theevaluation of policy proposals and legislation relating to energyefficiency or renewable energy.
