Commission shall act upon request--decision rendered, when--action tocompel completion of proceedings.

643.120. The commission shall promptly act upon any requestfor a hearing or appeal which is filed pursuant to the provisionsof this chapter. The commission shall cause a hearing to be setwithin sixty days of a request for hearing or appeal. Therecord, which shall consist of a transcript of all testimonytaken, all exhibits, final arguments or briefs of the parties andrecommended findings of fact and conclusions of law if requiredof a designated commission member or hearing officer pursuant tosubsection 3 of section 643.100, shall be submitted to thecommission within sixty days after the hearing. The commissionshall render a decision within sixty days after the submission ofthe record. The time limitations in this section may be shortenedor enlarged by consent of the parties and the commission asjustice may require. A party aggrieved by unreasonable delay onthe part of the commission or member or hearing officerdesignated to conduct the proceedings may file an action in thecircuit court of Cole County to compel the completion of theadministrative proceedings and a final decision by the commissionand to recover from the commission all attorney fees reasonablyincurred as a result of the delay.
