Board, created--members, appointment, qualifications,expenses--meetings, when, where.

650.210. 1. There is hereby created within the departmentof public safety a "Board of Boiler and Pressure Vessel Rules",which shall hereafter be referred to as the board, consisting ofseven members who shall be appointed by the governor with theadvice and consent of the senate, one for a term of one year, twofor a term of two years, two for a term of three years, and twofor a term of four years. At the expiration of their respectiveterms of office, they, or their successors identifiable with thesame interest respectively as hereinafter provided, shall beappointed for terms of four years each. The governor may at anytime remove any member of the board for inefficiency or neglectof duty in office. Upon the death or incapacity of any member,the governor shall fill the vacancy for the remainder of thevacated term with a representative of the same interests withwhich his predecessor was identified. Of these seven appointedmembers, one shall be a representative of owners and users ofhigh pressure boilers and pressure vessels in manufacturing,processing, or utilities, one shall be a representative of ownersand users of low pressure boilers and pressure vessels incommercial buildings, multiple-unit housing, or hotels, one shallbe a representative of the boiler manufacturers within thisstate, one shall be a representative of a boiler insurancecompany licensed to do business in this state, one shall be amechanical engineer on the faculty of a recognized engineeringcollege in this state or a licensed professional engineer havingequivalent experience, one shall be a representative of theboilermakers, and one shall be a representative of the practicalsteam operating engineers. The board shall elect one of itsmembers to serve as chairman. The board shall meet at least fourtimes each year at Jefferson City, or other place designated bythe chairman.

2. The members of the board shall serve without salary andshall receive their actual traveling and hotel expenses, incurredwhile in the performance of their duties as members of the board,to be paid in the same manner as in the case of other stateofficers.
