Special inspectors, appointed, when--qualifications, duties.

650.245. 1. In addition to the deputy boiler inspectorsauthorized by section 650.240, the director shall, upon therequest of any company licensed to insure and insuring in thisstate boilers and pressure vessels, or, upon the request of anycompany operating pressure vessels in this state for which theowner or user maintains a regularly established inspectionservice which is under the supervision of one or more engineerswhose qualifications are satisfactory to the board and causes thepressure vessels to be regularly inspected and rated by theinspection service in accordance with applicable provisions ofthe rules and regulations adopted by the board pursuant tosection 650.215, issue to any inspectors of the companycommissions as special inspectors. Each inspector beforereceiving his commission shall satisfactorily pass theexamination provided for by section 650.250, or, in lieu of theexamination, shall hold a commission or a certificate ofcompetency as an inspector of boilers and pressure vessels for astate that has a standard of examination substantially equal tothat of the state of Missouri or a commission as an inspector ofboilers and pressure vessels issued by the National Board ofBoiler and Pressure Vessel Inspectors. A commission as a specialinspector shall be issued to an inspector of a company operatingpressure vessels in this state only if, in addition to meetingthe requirements stated in this section, the inspector isemployed full time by the company and is responsible for makinginspections of pressure vessels used, or to be used, by thecompany, and which are not for resale.

2. The special inspectors shall receive no salary from, norshall any of their expenses be paid by, the state, and thecontinuance of a special inspector's commission shall beconditioned upon his continuing in the employ of the boilerinsurance company or upon continuing in the employ of the companyso operating pressure vessels in this state and upon hismaintenance of the standards imposed by sections 650.200 to650.290.

3. The special inspectors shall inspect all boilers andpressure vessels insured or all pressure vessels operated bytheir respective companies, and, when so inspected, the ownersand users of the boilers and pressure vessels shall be exemptfrom the payment to the state of the inspection fees provided forin section 650.275.
