233B.090  Rebuttable presumption of regularity of adoption and filing of regulation.  The Secretary of State’s authenticated file stamp on the original of the final draft or revision of a regulation raises a rebuttable presumption that the regulation was adopted and filed in compliance with all requirements necessary to make it effective.
