528.026  “Thrifty trees” defined.  “Thrifty trees” means trees with usually long, full, pointed tops and lower limbs frequently dead, but containing very few dead limbs in the upper green portion of the crown. Such trees usually fall within Dunning’s tree classes 1 and 2, and Keen’s tree classes 1a, 1b, 2a and 2b.
