There is hereby established in the office of the state treasurer a fund to be known as the international trade promotion fund. The commissioner of resources and economic development is authorized to accept public sector and private sector grants, gifts or donations of any kind for the purpose of funding programs associated with the promotion of international trade. Such grants, gifts and donations shall be deposited in the international trade fund and may be expended by the commissioner of resources and economic development to accomplish the purposes of RSA 12-A:2-h. The moneys in this fund shall be nonlapsing and shall be continually appropriated to the department of resources and economic development.
