   I. There is hereby established a legislative advisory committee to make recommendations on the administration of the state employees permanent group life and state employees and retirees group hospitalization, hospital medical care, surgical care, and other medical and surgical insurance benefits and to advise the commissioner concerning this subdivision. The committee shall meet as needed or pursuant to a request of the commissioner.
   II. The members of the committee shall be:
      (a) Three members of the house of representatives, one of whom shall be a member of the finance committee, appointed by the speaker of the house of representatives.
      (b) Two members of the senate, one of whom shall be a member of the finance committee, appointed by the president of the senate.
   III. The members of the committee shall serve for the duration of their legislative term, and shall receive mileage at the legislative rate when attending to the duties of the committee.
   IV. The committee shall elect a chairperson from among the members.
