    The commission shall:
   I. Study the necessity and feasibility of constructing monuments and memorials commemorating those New Hampshire citizens who fought and died in the Civil War, and to initiate such construction as deemed appropriate.
   II. Establish a monument at Antietam National Battlefield to honor the New Hampshire citizens who fought and died honorably at that battle.
   III. Supervise the repair and maintenance of existing New Hampshire monuments and memorials at Gettysburg National Military Park and other Civil War battle sites where New Hampshire citizens fought, died, or were imprisoned.
   IV. Develop Civil War educational programs, resources, and related educational opportunities for the benefit of New Hampshire school children.
   V. Perform and oversee other maintenance and construction responsibilities relative to New Hampshire's Civil War monuments and memorials as the commission deems necessary.
