    There is hereby established in the office of the state treasurer a fund to be known as the Civil War memorials fund which shall be kept separate and distinct from all other funds. All monetary gifts, grants, and donations accepted pursuant to RSA 21-K:21 shall be deposited in such fund. This fund is organized exclusively for religious, charitable, scientific, literary, or educational purposes, within the meaning of those terms as used in section 501(c)(3) of the Internal Revenue Code of 1986, as amended, and no part of the net earnings shall inure to the benefit of any individual. The fund is established to pay for the expenses of the commission's construction, maintenance, and education projects.
