I. To ensure that the procurement is consistent with the state information technology plan, no purchase of computer hardware, software, related licenses, media, documentation, support and maintenance services, and other related services, that requires an expenditure of more than $500, shall be made by an agency without the approval of the chief information officer: (a) Prior to the agency's issuance of a solicitation for the purchase of computer hardware, software, related licenses, media, documentation, support and maintenance services, and other related services including a request for proposal, request for purchase, or other procurement documentation; and (b) Prior to the agency's execution of a contract for the purchase of computer hardware, software, related licenses, media, documentation, support and maintenance services, and other related services. II. For purposes of this section, ""agency'' shall have the meaning defined in RSA 21-I:11, I(b), but shall not include those agencies exempt under RSA 21-I:18 from the provisions of RSA 21-I.
