All towns may, and all towns except those requesting an audit by the municipal accounting division of the state tax commission or which employ a certified public accountant for the purpose, shall at the annual meeting choose one or more auditors who shall carefully examine the accounts of the selectmen, town treasurer, town clerk, clerk or other person acting as clerk of a municipal court, collector of taxes and any other officer or agent handling funds of a town, at the close of each fiscal year and at other times whenever necessary, and report to the town whether the same are correctly cast and well vouched.
