The provisions of this subdivision shall not be construed to permit the adoption by reference of penalty clauses which may be part of any nationally recognized code, rules and regulations. The said city councils shall have power to annex penalties deemed necessary, not exceeding $1000, for the breach of any violation of any such ordinance.
