The commissioner of health and human services shall make studies concerning the problem of old-age and survivors' insurance protection for employees of the state and local governments and their instrumentalities and concerning the operation of agreements made and plans approved under this chapter and shall submit a report to the legislature at the beginning of each biennium, covering the administration and operation of this chapter during the preceding 2 calendar years, including such recommendations for amendments to this chapter as are proper.
