Notwithstanding any provision of law to the contrary, the corporation shall have access to the medical records of a child upon receipt of permission from a parent or guardian of the child. Such medical records may be maintained by state and local agencies. Any confidential information obtained by the corporation pursuant to this section shall remain confidential and shall not be subject to RSA 91-A.
