There is hereby established an asbestos abatement advisory committee for the purpose of coordinating the activities of state agencies responsible for the health, safety, and protection of the public and the environment which are or may be affected by the presence of asbestos. The commissioner or designee shall serve as chairperson of the committee. At a minimum the asbestos abatement advisory committee shall consist of:
   I. The governor or the governor's designee;
   II. The attorney general or the attorney general's designee;
   III. The commissioners, directors, or their designees, of:
      (a) The department of education;
      (b) The department of labor;
      (c) The department of environmental services;
      (d) The department of health and human services; and
      (e) The department of transportation.
   IV. An asbestos abatement contractor or school asbestos abatement planner appointed by the governor;
   V. A business or industrial representative appointed by the Business and Industry Association of New Hampshire; and
   VI. A representative appointed by the Associated General Contractors of New Hampshire.
