Application for such a license shall be made to the department in writing, stating the location of the plant or plants. On receipt of the application the department shall cause an examination of such plant to be made, and if it is found to be in a sanitary condition and otherwise properly equipped for the business of cold storage, a license shall be issued authorizing the applicant to operate a cold storage or refrigerating warehouse for the period of one year or fraction of a year. The commissioner of the department of health and human services shall adopt rules, pursuant to RSA 541-A, relative to graduated fees for such licenses.
