It shall be unlawful to manufacture for sale, keep for sale or sell for domestic use any article or compound designed or intended as stove polish, which will flash at a temperature below 120 degrees Fahrenheit, open cup test. The selling of, or having for sale, such compounds by retail stores shall be prima facie evidence of their being intended for domestic use.
