The board shall develop a mechanism to open access to capital for New Hampshire community health centers. The mechanism may include prioritization within pools of funding, loans, state loan guarantees, and any other mechanisms to increase capital funding of the expansion for community health centers. For the purposes of this section, ""community health centers'' are nonprofit primary care providers who provide community-based primary care to the state's uninsured and Medicaid populations regardless of the patient's ability to pay.
