   I. All hearings shall be closed to the public. The only persons admitted shall be essential officers of the court, parties, witnesses and counsel.
   II. Papers and records pertaining to the surrogacy hearing shall be subject to inspection only upon consent of all petitioners or upon a showing of good cause supported by a court order.
