In this chapter:
   I. ""Commissioner'' means the commissioner of the department of health and human services.
   II. ""Department'' means the department of health and human services.
   III. ""Hard-to-place child'' means a child in or likely to be placed in a foster home who is found by the commissioner to be legally free for, but difficult to place in, adoption because of physical or other reasons, including, but not limited to, physical or mental disability, emotional disturbance, ethnic background, language, race, color, age, or sibling grouping.
   IV. [Repealed.]
