There is hereby established a board to advise the department of health and human services. The board shall consist of 12 members and such additional members as may be necessary to comply with federal regulations for the acceptance of federal funds. Each member shall be recommended by the commissioner and appointed by the governor and council for a term of 3 years. A member shall continue to serve until a successor is appointed by the governor and council. No more than 2 of the members of the board may be residents of the same county with the exception of youth members who may be from any county. The board shall be representative of persons from community youth service agencies; from the juvenile justice field such as law enforcement, probation, police, courts, and attorneys; and from appropriate professional fields such as psychology, social services, education, and health. Members of the board shall serve without compensation but shall receive mileage payments at the state employee rate within the limits of funds appropriated to the department.
