The board shall have access to all juvenile records of the department. Notwithstanding any provision of law to the contrary, the board shall have access to all records in the possession of the department of health and human services concerning juveniles committed to the custody of the department of health and human services pursuant to RSA 169-B:19, I(j). The board shall review the records of the department for each offender in its custody at least once every 36 months.
