It shall be unlawful for any fixed and mobile restaurant; coffee shop; cafeteria; short-order cafe; luncheonette; grille; soda fountain; tearoom; cocktail lounge; roadside stand; hospital and other institution; industrial feeding establishment; school; private organization routinely serving the public; catering kitchen; commissary or similar places in which food is prepared for sale or for service on the premises or elsewhere, or any eating or drinking establishment where food is served to or provided for the public with or without charge to sell or serve milk or fluid milk products unless pasteurized and in the original individual containers in which they were packaged at the milk plant.
