Any owner, operator or manager who credits a vendor delivering milk or cream with a greater or less percentage of fat than is actually contained in the milk or cream so delivered, or who hinders, impedes or obstructs the commissioner or his deputy in the discharge of his duty, or who refuses him access to testing apparatus or records of tests, or who neglects to follow the instructions given by the commissioner or his deputy as hereinbefore provided, shall be guilty of a violation if a natural person, or guilty of a misdemeanor if any other person.
