The director may appoint as special deputy forest fire wardens persons in the employ of the department and, upon the recommendation of the forest ranger, such other persons as may be in a position to assist the director in preventing and suppressing fires. The appointees shall have the same powers and duties as the town forest fire wardens, but the powers and duties shall be exercised and performed only in emergencies or in the absence of a regularly appointed forest fire warden or deputy forest fire warden or when requested by the director or the director's agent. Appointees shall be allowed for their services such compensation as may be fixed by the commissioner and the director, and such compensation shall be deemed to be an expense of fighting woodland fires and paid by the state.
