The department of transportation shall cause investigations and studies to be made in cooperation with the appropriate agencies of the United States of America with a view to devising effective means of preventing erosion of the shores of the coastal waters of the state by waves and currents, and shall report their findings and recommendations annually to the governor and council and said report is to be included in the report of the department of transportation.
