   I. The commissioner shall appoint, from time to time, inspectors to make examination and inspection of all cattle, sheep, swine, goats, horses, mules, and other equines, for which inspection is provided, and of all carcasses and parts thereof, and of all meat and meat food products thereof, and of the sanitary conditions of all establishments in which such meat and meat food products are prepared.
   II. Said inspectors shall refuse to stamp, mark, tag or label any carcass or any part thereof, or meat product therefrom, prepared in any such establishment until the same shall have actually been inspected and found to be not adulterated.
   III. The inspectors shall perform such other duties as are provided by this subdivision and by rules adopted by the commissioner.
   IV. The commissioner shall, from time to time, adopt such rules, pursuant to RSA 541-A, as are necessary for the efficient execution of the provisions of this subdivision. All inspections and examinations made under this subdivision shall be made as described in the rules adopted by the commissioner.
