Any person desiring to obtain a permit to feed garbage to swine shall make written application therefor to the commissioner or the state veterinarian in accordance with the requirements of said commissioner or state veterinarian. At the time of filing such application the applicant shall pay to the state department of agriculture, markets, and food a permit fee in the sum of $10. All such fees shall be remitted to the state treasurer who shall place all moneys received to the credit of the state department of agriculture, markets, and food account for the purpose of carrying out the provisions of this subdivision.
