In this subdivision:
I. ""Commissioner'' means the commissioner of the department of agriculture, markets, and food.
II. ""CEM'' means contagious equine metritis.
III. ""Department'' means the department of agriculture, markets, and food.
IV. ""Equine'' means horses, including ponies.
