At least every 2 years, tenants in rental multi-family housing whose annual incomes have subsequently increased to the point where such incomes exceed 8 times the rental then being charged for the dwelling unit occupied shall have the rental or carrying charge for such unit increased to a figure, not in excess of the market rate cost or 1/8 of the occupant's then net annual income, as determined in accordance with rules of the authority.
