The authority shall collect from the lender a guarantee fee. Notwithstanding any provision of law to the contrary, such fee may be assessed by the lender against the borrower as a permitted loan charge. The authority shall segregate such fees into a special account subject to withdrawal in order to discharge any of the authority's personnel and administrative expenses.
