I. The commissioner of safety, consistent with the policy of this chapter, shall adopt rules under RSA 541-A relative to the following: (a) Required equipment of all boats, including rafts and floats of whatever kind, operated or used on any public waters of the state. (b) The operation of all boats, including rafts and floats of any kind, operated or used on any public waters of the state. (c) The classification, examination, and certification of captains, masters, engineers, and pilots of all boats operated or used on any public waters of the state. (d) A recommended uniform fine schedule for any boating violations, which shall be submitted to the supreme court for their use under RSA 502-A:19-b, V. II. The commissioner shall enforce the provisions of this chapter and the rules adopted under this section. III. In the enforcement of this chapter and the rules adopted under this section, the commissioner and the commissioner's duly authorized representatives shall have the powers of a peace officer in any county of the state.
