If any proprietor fails to pay his proportionate share of the expense within one year after the repairs or changes are completed, the proprietors may sell his interest in the property upon auction in the manner provided for the sale of personal property upon which a lien exists, and may apply the proceeds in like manner, and shall make like return of their proceedings.
