Whenever there are 50 families in any such town, and the town votes that the town clerk shall keep such records and documents, or whenever the proprietors duly appoint a clerk thereof, the secretary shall deliver to the town clerk or proprietors' clerk, on demand, the records and documents to him belonging, taking his receipt therefor.
