If, in the determination by the board, another state grants reciprocity to residents of this state and is deemed to have substantially equivalent state licensed or certification requirements, equal to or exceeding those of this state, an applicant who is licensed or certified under the laws of such other state may obtain a license or certificate as a licensed or certified real estate appraiser in this state upon such terms and conditions as may be determined by the board.
