The board, with the approval of the commissioner of safety, shall adopt rules, pursuant to RSA 541-A, relative to:
   I. The application procedure for a license to practice under this chapter;
   II. The qualifications of applicants in addition to those requirements established under this chapter, and including the qualifications for satisfactory evidence of:
      (a) A high school education, and
      (b) Good professional character;
   III. How an applicant shall be examined, including the time and place of the examination, and procedures for computerized examinations;
   IV. How a license to practice under this chapter shall be renewed, including the requirements for continuing education;
   V. The establishment of all fees required under this chapter;
   V-a. The applicable version of the National Electrical Code with any discretionary changes, provided that any such changes are no less stringent than provided in the state building code administered and approved by the state building code review board under RSA 155-A;
   VI. Ethical and professional standards required to be met by each holder of a license to practice under this chapter and how disciplinary actions by the board shall be implemented for violations of these standards;
   VII. Procedures and policy for the investigation of complaints against licensees or registrants;
   VIII. Procedures for the conduct of hearings consistent with the requirements of due process; and
   IX. Matters related to the proper administration of this chapter.
