      (a) Administration. The state treasurer shall pay the expenses of administering, staffing, maintaining, and improving the services provided by the secretary of state under this chapter, RSA 439, RSA 454-C, RSA 478:17-g, and related laws out of any money in the treasury not otherwise appropriated until the fees collected by the secretary of state pursuant to this chapter and such other chapters and related laws have been received, notwithstanding any other provision of law. Thereafter the state treasurer shall pay such expenses out of such fees and shall reimburse the treasury for previous expenses paid. The governor is authorized to draw his or her warrant for the sums authorized by this section out of any money in the treasury not otherwise appropriated.
      (b) Disbursements to city and town clerks. The secretary of state shall instruct the state treasurer to disburse to individual New Hampshire city and town clerks amounts allocable to them pursuant to Section 9-525(i)(2). Such disbursements shall be made no less frequently than once in fiscal year 2002, semiannually in fiscal year 2003, and quarterly thereafter.
      (c) Discretionary payments. The secretary of state shall have the discretion to make periodic allocations of moneys from the funds referenced in subsection (a) to town or city clerks who are determined by the secretary of state to be receiving less than their fair share of fees under Section 9-525(i)(2) on account of a substantial number of resident debtors having mailing addresses in an adjacent town or city, and who are also in compliance with Section 9-525(j).
