Every household goods carrier by motor vehicle shall file with the department, and shall print and keep open to public inspection, schedules showing the rates and charges for the transportation to be rendered, within such time and in such form and with such detail as the department may prescribe. Unless the department otherwise orders, no change shall be made in any such rate or charge which shall have been filed or published in compliance with this section except after 30 days' notice to the department and such notice to the public as the department shall direct.
