In any case where the commission shall investigate the rates, charges or prices of any public utility in any town or city, if it shall be of the opinion that the furnishing of free or reduced rate service under the authority hereof operates unreasonably to increase the rates, charges and prices to the public, it may, to such extent as in its opinion justice may require, order a discontinuance of such free service, or an increase in the rates, charges or prices collected for such service, or any part thereof.
