Whenever he considers it necessary the commissioner may engage the services of outside accountants or other experts to perform an audit or such further examination as he deems necessary, except that the engagement of legal services shall be with the approval of the attorney general. The compensation and expenses of such outside accountants or other experts shall be a charge against the examined institution and shall be paid directly by such institution.
