Orders issued by the commissioner pursuant to RSA 384:12-a shall be enforced by the superior court, subject to the following conditions and limitations:
   I. Any person aggrieved and directly affected by an order of the commissioner issued pursuant to RSA 384:12-a shall be entitled to judicial review of any order on which a hearing is held pursuant to RSA 541-A.
   II. No person shall be subjected to any civil or criminal liability for any act or omission made in good faith in reliance upon an order or rule of the commissioner, even if a subsequent decision of any court invalidates the order or rule.
