Wherever collateral must or may be furnished by any depository in the state as security for the deposit of any funds whatsoever, or wherever collateral must or may be deposited with any state official pursuant to any statute of this state, mortgages insured by the federal housing administrator, if the laws of the United States entitle the mortgagee to receive payment of such insurance in cash, or debentures issued by the federal housing administrator and fully guaranteed as to principal and interest by the United States, shall be considered eligible collateral for such purposes.
