The board shall then decide the question whether the petition shall be granted or denied and it shall make a record of its decision. If the decision is adverse to the petitioners, no further proceedings shall be had, but a new petition may be filed after one year from the date of the decision. If the petition is granted, the petitioners shall proceed as hereinafter provided in this chapter. The board may impose reasonable conditions, consistent with reasonable banking standards, to the commencement of business under any such grant.
