Upon receipt of such list, the commissioner shall cause an examination to be made; and if, upon such examination, it appears that the required capital has been paid to the trust company in cash, and that all requirements of law have been complied with, the commissioner shall issue a certificate authorizing such trust company to begin the transaction of business. The cost of such examination shall be paid by the trust company and shall be limited to a per diem charge for overall compensation costs, including the benefits portion thereof, and expenses as determined by the commissioner, provided, however, that no such trust company shall be charged or pay for less than one full day. Sums collected under this section shall be payable and credited in accordance with the procedure established under RSA 383:11, I.
