It may, without consent of the commissioner, borrow not in excess of 15 percent of its share capital and may pledge as collateral for such borrowings real estate mortgages, notes and other securities. It may with the consent of the commissioner, borrow in excess of 15 percent of its share capital, and with his approval may pledge as collateral, real estate mortgages, notes, and other securities.
