Seven or more persons, resident in this state, who have associated themselves by an agreement in writing with the intention of forming a corporation for the purpose of accumulating and investing the savings of its members and making loans to members for provident purposes, may, with the consent of the commissioner, become a corporation upon complying with the provisions of this chapter. The commissioner may grant such consent when he is satisfied that the proposed field of operation is favorable to the success of such corporation.
